The Armed Forces Covenant is a formal, nation-wide pledge in the United Kingdom ensuring that personnel who serve or have served in the Armed Forces, and their families, are treated with fairness and respect. It serves as a moral and legal obligation to eliminate disadvantages faced by the military community in everyday life. 

Core Principles

The Covenant is built upon two distinct underlying concepts:
  • No Disadvantage: Members of the Armed Forces community should not face barriers or reduced access compared to civilian citizens when accessing public and commercial services. 
  • Special Consideration: In certain circumstances, especially for those who have given the most (such as the injured or bereaved), special provisions or priority access are appropriate (e.g., priority NHS care for service-related conditions). 
Key Areas of Support
The Covenant operates across public and private sectors to provide targeted aid in several key fields:
  • Housing: Offers assistance like the Forces Help to Buy scheme to help personnel secure property deposits, alongside legal protections to prevent veterans from being disadvantaged by local connection rules. 
  • Healthcare: Guides the NHS, charities, and the Ministry of Defence to deliver cohesive medical and mental health services, ensuring veterans receive dedicated support network access. 
  • Education: Provides the Service Pupil Premium to state schools to support the children of service personnel, helping cushion the impacts of frequent relocations. 
  • Employment: Assists spouses and partners with CV building and job opportunities, while encouraging commercial businesses to offer flexible training or leave for reservists. 
The Covenant Legal Duty

While the Covenant began in 2011 as a voluntary declaration, it has since been reinforced by law. Under the Covenant Legal Duty, specific public bodies—including local authorities, NHS bodies, and school governing boards—are legally required to show "due regard" to the Covenant's principles when designing and delivering services in housing, education, and healthcare.
